2623 Be it enacted by the Senate and House of Representatives in General Assembly convened:

28-Section 1. (NEW) (Effective October 1, 2013) No bank or credit union, as defined in section 36a-2 of the general statutes, shall deny a customer who is the victim of identity theft, as defined in section 53a-129a of the general statutes, access to such customer's account funds, provided the bank or credit union is restricting access to account funds solely on the basis of such identity theft.
