AN ACT ESTABLISHING A PILOT PROGRAM TO AUDIT CERTAIN MUNICIPALITIES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective July 1, 2013) For the fiscal year commencing July 1, 2013, the Connecticut Auditors of Public Accounts shall conduct a pilot program to audit the budget and financial condition of (1) one municipality with a population equal to or less than thirty thousand, (2) one municipality with a population of more than thirty thousand but less than seventy-five thousand, and (3) one municipality with a population of more than seventy-five thousand. As part of such pilot program, the auditors shall prepare a report of their review and make recommendations for programmatic savings, efficiencies, financial improvements and reforms for each of the selected municipalities and shall submit such reports not later than February 5, 2014, to the joint standing committees of the General Assembly having cognizance of matters relating to planning and development, appropriations and the budgets of state agencies and finance, revenue and bonding.

To establish a pilot program to provide transparency in government and assess the effectiveness of state funding to municipalities for certain programs and services.
