AN ACT CONCERNING THE ISSUANCE OF DRIVERS' LICENSES TO CERTAIN IMMIGRANTS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to allow the Commissioner of Motor Vehicles to issue a motor vehicle operator's license to any applicant who (1) has resided in the state for not less than one year, (2) is ineligible to obtain a Social Security number, and (3) is unable to present documentation issued by the federal government authorizing such applicant's presence in the United States. Statement of Purpose: To create safer roads by ensuring that all motor vehicle operators have been issued a license by the Department of Motor Vehicles.
