AN ACT CONCERNING SEXUALLY VIOLENT PREDATORS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to establish a civil commitment process for sexually violent offenders that would allow civil commitment of a person convicted of a sexually violent offense, as defined in section 54-250 of the general statutes, or a criminal offense against a victim who is a minor, as defined in said section, upon a finding of the following: (1) Conviction of any such offense or conduct that would constitute such offense beyond a reasonable doubt, (2) such person has a psychiatric disability such as pedophilia that makes such person dangerous to others; and (3) such person is reasonably likely to reoffend unless confined in a secure facility. 

Statement of Purpose: 

To establish a civil commitment process for sexually violent predators.
