AN ACT CONCERNING SUITABILITY FOR A PISTOL OR REVOLVER PERMIT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to (1) define the terms "suitable person" and "suitability" in sections 29-28 and 29-29 of the general statutes with respect to pistol and revolver permits; and (2) amend section 29-29 of the general statutes to (A) give local authorities twelve weeks to render a decision on an application for a pistol or revolver, (B) allow local authorities to require applicants for a pistol or revolver permit to consent to the release of any documents or evidence the authority reasonably believes will assist in the determination of the applicant's suitability for a permit, and (C) establish that in determining suitability, the issuing authority may consider factors including, but not limited to, psychiatric disabilities, acts deemed to be attempted suicide or other harm to self, participation or alleged participation in the commission of any crime involving violence or the use of any firearm, arrests or convictions or other involvement in the use or distribution of any controlled substance, criminal convictions and criminal arrests, association with persons not eligible to obtain a pistol or revolver permit, military service record, incidents of workplace violence, protective or restraining orders or foreign orders of protection issued against the applicant, allegations of or conviction for cruelty to animals, and any other factors the issuing authority reasonably believes contributes to the applicant's suitability to possess a firearm.

Statement of Purpose: 

To establish statutory standards for determining suitability for a pistol or revolver permit, and allow local authorities additional time to consider permit applications.
