AN ACT CONCERNING UNDERUTILIZED DEVELOPMENT ZONES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to provide that any distressed municipality may create and amend the boundaries of one or more underutilized development zones in which the municipality may tax underutilized property at a higher rate than developed property in order to encourage the development of such property.

Statement of Purpose: 

To allow municipalities to encourage the development of unproductive properties.
