2424 AN ACT CONCERNING REGIONALLY COORDINATED CONTEXTUALIZED LEARNING AND CAREER PATHWAYS PARTNERSHIPS.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (NEW) (Effective July 1, 2013) (a) For purposes of this section, "integrated basic education and skills training programming" means a program based on the Integrated Basic Education and Skills Training Program, I-BEST, that fosters students' literacy and work skills by pairing two instructors in the classroom, one to teach professional and technical content and the other to teach basic skills in reading, math, writing or English language, to enable students to move through school and into living wage jobs faster by learning basic skills in real-world scenarios offered by the job-training portion of the curriculum and earning the necessary credentials for such jobs.

3030 (b) Capital Workforce Partners, established pursuant to section 31-3k of the general statutes, shall convene the regional adult literacy planning team that was authorized under Executive Order Number 35 by Governor M. Jodi Rell on November 2, 2009, for purposes of establishing regionally-coordinated contextualized training and career pathways partnerships. Such partnerships shall be comprised of leadership and policy committees, with representatives appointed by Capitol Workforce Partners from the following:

3232 (1) Workforce investment boards;

3434 (2) Community and technical colleges;

3636 (3) Adult education programs;

3838 (4) The Adult Literacy Leadership Board, established pursuant to section 31-11cc of the general statutes; and

4040 (5) Regional stakeholders.

4242 (c) The regionally-coordinated contextualized training and career pathways partnerships established under subsection (b) of this section shall act as regional authorities in accessing multiple funding sources to align with and support contextualized learning and career pathways programs, including, but not limited to, integrated basic education and skills training programming. Such funding sources shall include, but not be limited to, (1) Title I or Title II of the federal Workforce Investment Act of 1988, P.L. 105-220, as from time to time amended, (2) workforce board and college tuition funds, and (3) state investments, including, but not limited to, public-private partnerships, as defined in section 4-255 of the general statutes, or state job programs under the purview of the Department of Economic and Community Development.
