2424 AN ACT CONCERNING REGIONAL EDUCATIONAL SERVICE CENTER BUDGETS.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (NEW) (Effective from passage) For the fiscal year ending June 30, 2014, and each fiscal year thereafter, the budget for each regional educational service center shall be a separate budgeted agency from the Department of Education.

3030 Sec. 2. Section 10-66g of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2013):

3232 (a) Each board of a regional educational service center shall submit a yearly budget and projected revenue statement to each member board of education and to the State Board of Education. The accounts and financial records of all boards of regional educational service centers shall be audited annually in the same manner as the accounts of local or regional boards of education and copies provided to each member board of education and to the State Board of Education. Each board of a regional educational service center shall make such yearly budget and projected revenue statement and such annual financial audit available on its Internet web site.

3434 (b) For the fiscal year ending June 30, 2014, and each fiscal year thereafter, the Department of Education shall annually submit to the joint standing committee of the General Assembly having cognizance of matters relating to education, in accordance with the provisions of section 11-4a, a report containing (1) the yearly budget and projected revenue statement of each regional educational service center, submitted pursuant to subsection (a) of this section, (2) the annual financial audit for each regional educational service center, conducted pursuant to subsection (a) of this section, (3) all sources and amounts of state grants received by each regional educational service center for the prior fiscal year, and (4) all amounts and sources of private funding received by each regional educational service center for the prior fiscal year. The department shall make such report available on its Internet web site.
