1212 AN ACT CONCERNING MEDICAID COST SAVINGS.

1414 Be it enacted by the Senate and House of Representatives in General Assembly convened:

1616 Section 1. (Effective from passage) (a) There is established a task force to identify best practices concerning Medicaid cost savings.

1818 (b) The task force shall consist of the following members:

20-(1) Two appointed by the speaker of the House of Representatives, one of whom shall be a member of the Connecticut Hospital Association and one of whom shall be a physician who treats Medicaid patients;

22-(2) Two appointed by the president pro tempore of the Senate, one of whom shall be a representative of the for-profit nursing home industry and one of whom shall be a representative of the not-for-profit nursing home industry;

38-(c) Any member of the task force appointed under subdivision (1), (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member of the General Assembly.

4040 (d) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.

42-(e) The speaker of the House of Representatives and the president pro tempore of the Senate shall select the chairpersons of the task force from among the members of the task force. At least one chairperson shall be a member of the joint standing committee of the General Assembly having cognizance of matters relating to human services. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.
42+(e) The speaker of the House of Representatives and the president pro tempore of the Senate shall select the chairpersons of the task force from among the members of the task force. At least one such chairperson shall be a member of the joint standing committee of the General Assembly having cognizance of matters relating to human services. 4444 (f) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to human services shall serve as administrative staff of the task force.

4646 (g) In order to carry out its duties under this section, the task force may raise funds, apply for and accept any public or private grant money, accept contributions, enter into contracts and, within available resources, hire any necessary consultants. The task force shall seek any funding or support available pursuant to the Affordable Care Act, P.L. 111-148, as amended from time to time, and may contract with a health care consultant to provide a comprehensive review of successful efforts nationwide to achieve savings in Medicaid programs.

4848 (h) Not later than January 1, 2014, the task force shall submit a report on its findings and recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to human services and appropriations and the budget of state agencies, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or January 1, 2014, whichever is later.
