25 | 25 | That funds be appropriated to each budgeted state agency that contracts with private providers for the provision of human services for the purpose of providing a cost-of-living rate increase in the amount of five per cent to such providers, and that the cost of such cost-of-living rate increase be offset by eliminating earned income tax credits allowed under section 12-704e of the 2014 supplement to the general statutes. | |
