Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 1 of number 460 of the special acts of 1935 is amended to read as follows (Effective October 1, 2014): At the annual meeting of the Thompsonville Fire and Sewer District in June, 1935, three electors of said district shall be chosen by ballot as a board of fire commissioners. One of said commissioners shall be chosen to serve until February, 1936, one until February, 1937, and one until February, 1938, and, at each subsequent annual meeting of said district to be held as hereinafter provided, one member of said board shall be elected who shall serve for a term of three years and until his successor shall be elected. At the annual meeting in May, 2015, two electors of said district shall be chosen by ballot as additional commissioners and sworn in immediately thereafter. Said additional commissioners shall serve terms continuing until May, 2018, and thereafter shall be elected to serve for terms of three years and until their successors shall be elected. At said annual meeting and annually thereafter, there shall be elected two auditors for said district who shall audit the records of the tax collector and treasurer of said district and report to the succeeding annual district meeting. Sec. 2. Section 4 of number 460 of the special acts of 1935, as amended by number 161 of the special acts of 1937, number 481 of the special acts of 1953 and section 1 of special act 09-5, is amended to read as follows (Effective October 1, 2014): (a) The annual district meeting of The Thompsonville Fire District shall be held on the second or third Thursday of May of each year beginning May, 1954, and notices of such annual meetings and any special meetings which may be called shall be made in the manner prescribed for town meetings. The said Thompsonville Fire District is created a body politic and corporate by the name of The Thompsonville Fire District, and through said board of fire commissioners shall have perpetual succession and shall be a person in law capable of suing and being sued, pleading and being impleaded, purchasing, holding and conveying real and personal estate requisite for the purposes of maintaining a department and for the protection of property within said district from fire and making appropriations for the same, and may, at regular meetings, lay taxes upon ratable estate within the limits of said district for the purposes and objects authorized by number 460 of the special acts of 1935, as amended by number 161 of the special acts of 1937, [and] number 481 of the special acts of 1953, [and this section] special act 09-5 and this act. (b) Said board of fire commissioners shall submit any proposed annual budget of the district to the electors of the district, for approval by referendum at the annual district meeting. If the electors reject the proposed budget, the commissioners shall submit a revised budget to the electors and call a special meeting for the purpose of holding another referendum on the proposed budget, to take place not more than two weeks after the annual meeting date. The commissioners shall continue to call such special meetings for the purpose of holding referenda on the proposed budget until the electors have approved a budget. In the event the electors have not approved a budget, the district shall operate under the most recently approved budget. [(b)] (c) The following shall be electors of the district: (1) Any person residing within the limits of the district and qualified to vote in the affairs of the town of Enfield; and (2) any citizen of the United States of the age of eighteen, or more, who is liable to the district for taxes assessed against such citizen. Electors may vote on any matter or question at an annual or special meeting of the district. Electors may vote for commissioners from six o'clock a.m. until eight o'clock p.m. on the day of an annual or special meeting.
