2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 That section 2-32b of the general statutes be amended to provide that no bill creating or enlarging a state mandate to local governments shall be enacted except upon approval by a vote of at least two-thirds of the members of each chamber of the General Assembly.
