AN ACT CONCERNING NEWBORN SCREENING TESTS FOR CYTOMEGALOVIRUS AND GLOBOID CELL LEUKODYSTROPHY AND ESTABLISHING A PUBLIC EDUCATION PROGRAM FOR CYTOMEGALOVIRUS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 19a of the general statutes be amended to (1) require a screening test for cytomegalovirus be administered to newborn infants who fail a hearing screening, (2) require a screening test for globoid cell leukodystrophy be administered to all newborn infants if the United States Department of Health and Human Services' Discretionary Advisory Committee on Heritable Disorders in Newborns and Children includes globoid cell leukodystrophy in its recommended uniform screening panel, and (3) establish a public education program concerning cytomegalovirus. Statement of Purpose: To proactively detect cytomegalovirus in newborn infants, provide education regarding cytomegalovirus, which can lead to hearing loss and developmental disabilities, and require a screening test for globoid cell leukodystrophy if recommended by the Department of Health and Human Services' Discretionary Advisory Committee on Heritable Disorders in Newborns and Children.
