2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 That, notwithstanding any provision of the general statutes, the General Assembly may authorize a private homeowner residing on state Route 122 in New Haven to sue the state for flood damages caused to the residence of such homeowner, which damages were caused by the state's failure to properly maintain a state road.
