| 28 | 28 | That section 14-253a of the general statutes be amended to provide that a veteran suffering from a diagnosed mental impairment, including, but not limited to, post-traumatic stress disorder, may be issued a windshield placard allowing such veteran to utilize parking spaces reserved for persons with disabilities. | |
