| 28 | 28 | AN ACT CONCERNING THE TETHERING OF DOGS AND REQUIRING THE PROVISION OF PROPER SHELTER FOR DOGS DURING INCLEMENT WEATHER. | |

| 30 | 30 | Be it enacted by the Senate and House of Representatives in General Assembly convened: | |

| 32 | 32 | That the general statutes be amended to provide that when there is inclement weather, no person shall tether a dog outside or fail to provide such dog with access to proper shelter. For purposes of such prohibition, proper shelter shall mean a structure that (1) is of sound construction whereby the ceiling and walls do not sag or collapse on a dog and the floor does not sag or collapse beneath the weight of a dog, (2) provides sufficient space whereby a dog is able to stand up, turn around and lie down with limbs outstretched, (3) provides a sufficiently sanitary environment whereby excreta and other waste have not excessively accumulated inside, underneath or within ten feet, on all sides, of such structure, (4) provides a dog with easy access to a regular diurnal lighting cycle of either natural or artificial light, (5) provides adequate protection, consistent with the health and safety needs of a dog based on such dog's breed, age or physical condition, from outdoor environmental conditions, including, but not limited to, extreme heat, cold, wind, rain, snow or hail, and (6) contains flooring that does not consist of dirt or coated or uncoated wire, and that does not permit the paws of a dog to pass through any opening in the floor. | |
