AN ACT CONCERNING TEMPORARY ASSISTANCE FOR NEEDY FAMILIES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 17b-112 of the general statutes be amended to improve successful academic and economic outcomes for children and adults by (1) exempting from time-limited benefits parents acquiring advanced and technical skills to increase employability and sustainable employment; (2) exempting from time-limited benefits parents enrolled in college and employment and training programs; (3) allowing an exemption for quality child care access for needy families with income above the payment standard; (4) prioritization and expansion of family-eligible work participation activities to include adult education, workforce training and activities that enhance career pathways; (5) prioritization of skills building and on-the-job training; (6) access to quality infant and toddler care and prekindergarten programs; and (7) access to a social work model that helps achieve success in the workforce. Funds authorized for the temporary assistance for needy families program, established pursuant to the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, shall not be included in the General Fund, but shall be included in the budget of, and administered solely by, the Department of Social Services, as authorized by this section, and federal law. 

Statement of Purpose: 

To make changes in the temporary family assistance program to promote the long-term success of families.
