AN ACT CONCERNING MEDICAID COVERAGE FOR HOME HEALTH CARE TELEMONITORING. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 17b of the general statutes be amended to require the Commissioner of Social Services, to the extent permissible under federal law, to (1) provide Medicaid coverage for services performed by a home health care agency using a home telemonitoring service for a Medicaid beneficiary with (A) serious or chronic medical conditions that may result in frequent or recurrent hospitalizations and emergency room admissions, (B) a documented history of poor adherence to ordered medication regimes, (C) a documented history of falls in the six-month period prior to evaluation of the need for telemonitoring, and (D) limited or absent informal support systems for extended periods of time; and (2) establish coverage criteria for home telemonitoring based on evidence-based best practices. Statement of Purpose: To allow home health care agencies to be reimbursed for telemonitoring services.
