Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) Notwithstanding the deadline for the presentation to the Connecticut Lottery Corporation of a winning lottery ticket to claim a prize for any Lotto lottery game, any person who presents a winning Lotto lottery ticket not later than seventy-two hours after the end of the time period for presenting claims for any Lotto lottery game expiring on or after July 1, 1996, may file a claim for such prize until August 1, 2015. Such claim shall be accompanied by a filing fee of one hundred fifty dollars. Upon the filing of such claim, the corporation shall award such prize out of unclaimed prize funds as follows: (1) Ten per cent of such prize shall be paid to the Division of Special Revenue, which shall deposit such funds into the chronic gamblers treatment and rehabilitation account created pursuant to section 17a-713 of the general statutes, and (2) ninety per cent of such prize shall be paid to the claimant. If the value of the prize exceeds one million dollars, the claimant shall receive an initial payment of one million dollars at the time of filing the claim, followed by five annual payments of twenty per cent of the remaining amount of such prize on each succeeding July first.
