HADDAD, 54th Dist. SEN. FLEXER, 29th Dist. AN ACT CONCERNING THE USE OF DIGITAL OPEN-SOURCE TEXTBOOKS IN HIGHER EDUCATION. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 10a of the general statutes be amended to establish a consortium of public institutions of higher education to (1) assess the use of high-quality and affordable digital open-source textbooks and related materials to lower the costs of higher education for students, (2) promote the use of and access to such textbooks, and (3) collaborate for purposes of developing more of such textbooks. Statement of Purpose: To lower the cost of acquiring a college degree in Connecticut.
