2828 Be it enacted by the Senate and House of Representatives in General Assembly convened:

3030 That title 22 of the general statutes be amended to require any research facility, including a higher education research facility, that receives public moneys or a tax exemption and that conducts research using cats or dogs to first offer such cat or dog to an animal rescue organization prior to euthanizing any such cat or dog.
