| 28 | 28 | That title 14 of the general statutes be amended (1) to direct the Department of Motor Vehicles to reinstate the sticker system for emissions testing and registration, and (2) to require the display of emissions testing stickers on the windshield and registration stickers on the license plate of motor vehicles which shall display the expiration date of such emissions and registration. | |
