2424 AN ACT ESTABLISHING A TASK FORCE TO STUDY RAPID REHOUSING.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (Effective from passage) (a) There is established a task force to study the feasibility of implementing a state rapid rehousing program for veterans modeled on the federal Homelessness Prevention and Rapid Re-Housing Program. The task force shall examine: (1) The provision of financial assistance and services to prevent veterans and their families from becoming homeless and to help those who are experiencing homelessness to be quickly rehoused and stabilized; (2) funding for such program; (3) the use of such funds to target veterans and their families who would be homeless but for such assistance; and (4) the use of such funds to provide for a variety of assistance, including, but not limited to, short-term or medium-term rental assistance and housing relocation and stabilization services, including such activities as mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, and case management. For the purposes of this section, "veteran" means any person who was discharged or released under conditions other than dishonorable from active service in the armed forces as defined in section 27-103 of the general statutes.

3030 (b) The task force shall consist of the following members:

3232 (1) Two appointed by the speaker of the House of Representatives;

3838 (4) One appointed by the majority leader of the Senate;

4040 (5) One appointed by the minority leader of the House of Representatives;

4242 (6) One appointed by the minority leader of the Senate;

4444 (7) The Commissioner of Veterans' Affairs, or the commissioner's designee; and

4646 (8) The Commissioner of Housing, or the commissioner's designee.

4848 (c) Any member of the task force appointed under subdivision (1), (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member of the General Assembly.

5050 (d) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.

5252 (e) The speaker of the House of Representatives and the president pro tempore of the Senate shall select the chairpersons of the task force from among the members of the task force. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.

5454 (f) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to veterans' and military affairs shall serve as administrative staff of the task force.

5656 (g) Not later than January 1, 2016, the task force shall submit a report on its findings and recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to veterans' and military affairs and housing, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or January 1, 2016, whichever is later.
