AN ACT PROHIBITING THE ISSUANCE OF MORTGAGES TO PERSONS CONVICTED OF ARSON OR FINANCIAL FRAUD, OR HAVE OUTSTANDING BLIGHT FINES. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 846 of the general statutes be amended to prohibit the issuance of mortgages to persons (1) convicted of arson or financial fraud, or (2) have outstanding blight fines in excess of five thousand dollars to either the state or any municipality. Statement of Purpose: To prohibit the issuance of mortgages to persons convicted of arson or financial fraud or have outstanding blight fines.
