AN ACT ESTABLISHING A STATE FIREARMS DISCHARGE BOARD OF INQUIRY. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to provide for a State Firearms Discharge Board of Inquiry that shall consist of thirteen members, nine of whom shall be civilians and four of whom shall be law enforcement officers, which will examine every incident involving a (1) shooting; (2) discharge of a firearm by a sworn member of a police department while on duty, except where such discharge is accidental, for training purposes, or does not endanger a person; (3) discharge of a service firearm by a sworn member of a police department while off-duty, except where such discharge is for training purposes; (4) discharge of a firearm by a sworn member of a police department while off duty, in a domestic situation; and (5) discharge of chemical munitions and less lethal munitions by a sworn member of a police department while on duty where such discharge causes serious physical injury or death. Statement of Purpose: To establish a thirteen member State Firearms Discharge Board of Inquiry that will examine every incident involving a shooting by a law enforcement officer in the state.
