3030 AN ACT CONCERNING TRANSPARENCY AND ACCOUNTABILITY FOR JUVENILE JUSTICE FACILITIES.

3232 Be it enacted by the Senate and House of Representatives in General Assembly convened:

3434 That the general statutes be amended to require that each state-funded or state-operated child and youth-serving juvenile justice facility develop and implement an evidence-based framework for continuous quality improvement, collecting and reporting data regarding conditions of confinement, rehabilitation and treatment goals achieved, discharge and reentry and that such data be provided to the Juvenile Justice Policy and Oversight Committee and applicable facilities, advisory committees and agencies, including, but not limited to, the Office of the Child Advocate, and that section 17a-6 of the general statutes be amended to ensure that membership of any facility advisory committee is statutorily appointed and that recommendations generated by the advisory committees be provided to both the Department of Children and Families and the Juvenile Justice Policy and Oversight Committee.
