| 28 | 28 | That chapter 541 of the general statutes be amended to require the Division of Construction Services within the Department of Administrative Services to (1) establish complaint procedures for property owners to report damages to property due to the use of explosives and blasting agents, and (2) amend the existing regulations to address modern blasting techniques. | |
