AN ACT CONCERNING CHARTER SCHOOL TRANSPARENCY, ACCOUNTABILITY AND PERFORMANCE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That part IVb of chapter 164 of the general statutes be amended to (1) increase charter school transparency by requiring greater detail in a charter school application, (2) create additional criteria for reasons to deny a charter school renewal application, (3) create additional criteria for reasons that a charter school may be placed on probation, (4) increase academic performance expectations of charter schools by requiring charter schools to employ only certified teachers and administrators and specify how academic performance will be measured, (5) make extensive financial reforms relating to the operation and management of charter schools and the use of state and local funds, and (6) establish new transparency and accountability measures, including, but not limited to, increased oversight by the Department of Education and requirements that the governing councils of charter schools post meeting schedules, agendas and minutes on such council's Internet web site.
