AN ACT ESTABLISHING A MODEL POLICY AND PROCURE TO EXAMINE INCIDENTS WHERE A POLICE OFFICER DISCHARGES A FIREARM IN CERTAIN CIRCUMSTANCES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That chapter 104 of the general statutes be amended to require the Police Officer Standards and Training Council to develop and promulgate a model policy and procedure for a board which shall examine incidents where a police officer discharges a firearm, except where such discharge is accidental, is for training purposes or does not endanger a person, and that chapter 959 of the general statutes be amended to require the Division of State Police within the Department of Emergency Services and Public Protection and each municipal police department to establish such a board and adopt and maintain a written policy and procedure that meets or exceeds the model policy and procedure developed by the Police Officer Standards and Training Council.

Statement of Purpose: 

To require the Police Officer Standards and Training Council to develop a model policy and procedure for a board which shall examine incidents where a police officer discharges a firearm and to require the state police and each municipal police department to establish such a board and adopt and maintain a written policy and procedure that meets or exceeds the model policy and procedure.
