3030 AN ACT CONCERNING ENGLISH LANGUAGE LEARNER PROGRAMS.

3232 Be it enacted by the Senate and House of Representatives in General Assembly convened:

3434 That chapter 164 of the general statutes be amended to (1) eliminate the twenty-student minimum for school districts to qualify for state bilingual education funding, (2) require the Department of Education to study the feasibility of having regional educational service centers provide bilingual education services for school districts with a low enrollment of English language learner students, (3) increase the maximum number of months for bilingual instruction to sixty months, (4) eliminate the one-year delay in bilingual education funding to school districts, (5) include the mastery examination results of English language learner students as part of the school performance index and teacher performance evaluations only after such students has completed twenty consecutive months of bilingual education or English as a second language instruction in Connecticut, and (6) fund bilingual education programs at the level in which the educational achievement of English language learner students matches that of non-English language learner students.
