AN ACT CONCERNING A MORATORIUM ON NEW BONDING AUTHORIZATIONS AND ALLOCATIONS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to place a two-year moratorium on new bonding authorizations and allocations, except for physical and infrastructure improvements such as roads, bridges, tunnels, electrical grids, telecommunications structures, sewers and other water supply facilities, and other projects necessary for the operation of the state and for purposes related to education, health care, public safety, hospitals, state military operations, the production of goods and services and the distribution of finished goods to markets.

Statement of Purpose: 

To place a two-year moratorium on new bonding authorizations or allocations except for purposes related to improving the state's infrastructure and supporting health care, public safety, education and economic revitalization.
