AN ACT CONCERNING THE CONSTRUCTION OF A BLACK BOX THEATRE IN THE TOWN OF STRATFORD AND PROVIDING FUNDS FOR ADVERTISING AND OUTREACH EFFORTS OF NONPROFIT HISTORIC, CULTURAL AND TOURISM ASSETS IN THE TOWN OF STRATFORD.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That: (1) The State Bond Commission be empowered to authorize the issuance of bonds of the state in accordance with section 3-20 of the general statutes, in principal amounts not exceeding in the aggregate six million dollars, the proceeds of which shall be used by the Department of Economic and Community Development for the purpose of providing a grant-in-aid to the town of Stratford for the construction of a black box theatre, provided such new black box theatre not be built to interfere with or replace the existing Stratford Shakespeare Theatre; and (2) the amount of fifty thousand dollars be appropriated from monies allocated for state-wide marketing and advertising for the purpose of developing a revenue feasibility plan, incorporating historic, cultural and tourism assets that are currently managed by nonprofit organizations in the town of Stratford, such as the Captain David Judson House, Friends of Boothe Park, Inc., The Perry House, the Air and Space Museum and the National Helicopter Museum, to coordinate, market and advertise their programs and services to educational support institutions throughout Connecticut and lower Westchester County in New York.

Statement of Purpose: 

To authorize bonds of the state to construct a black box theatre in the town of Stratford and provide advertising and outreach funding for nonprofit historic, cultural and tourism assets in the town of Stratford.
