1224 AN ACT ESTABLISHING IDENTIFICATION VERIFICATION PROTOCOLS FOR MINORS SEEKING TO MAINTAIN ACCOUNTS WITH PUBLIC SERVICE COMPANIES.

1426 Be it enacted by the Senate and House of Representatives in General Assembly convened:

16-Section 1. (NEW) (Effective October 1, 2015) (a) A public service company shall verify the validity of a potential customer's Social Security number prior to opening a customer account to ensure that such Social Security number does not belong to a minor, as defined in section 1-1d of the general statutes. A public service company shall cross reference the Social Security number provided with such customer's legal name, aliases, date of birth, age, current address and phone number. A public service company may use a third-party company to carry out the purpose of this subsection.

18-(b) In any action by a public service company against a customer for an unpaid bill, the customer shall not be liable if, at the time of the opening of the customer account, such customer was a minor and the customer account was opened by another person using the minor's Social Security number.
