2424 AN ACT REQUIRING THE PUBLIC UTILITIES REGULATORY AUTHORITY TO INITIATE A DOCKET REGARDING RATEPAYER SAVINGS UNDER RENEWABLE ENERGY PROGRAMS.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (Effective July 1, 2015) (a) The Public Utilities Regulatory Authority shall initiate a docket to review and provide guidance regarding: (1) Renewable energy programs pursuant to titles 16 and 16a of the general statutes, (2) the renewable portfolio standards pursuant to section 16-245a of the general statutes, (3) long-term contracts regarding zero emission generation projects pursuant to section 16-244r of the general statutes, (4) zero emission generation projects pursuant to section 16-244s of the general statutes, and (5) power purchase contracts regarding low-emission generation projects pursuant to section 16-244t of the general statutes.

3030 (b) The authority shall, in the docket initiated pursuant to subsection (a) of this section, review and determine: (1) Whether the general statutes require public service companies to commit company investment to duplicative renewable energy programs that are indistinguishable in purpose and result, (2) whether the renewable energy programs as required pursuant to titles 16 and 16a of the general statutes are effective in achieving ratepayer savings, (3) whether long-term contracts such as those required pursuant to section 16-244r of the general statutes are causing high prices for ratepayers and electric distribution companies, and (4) the cost for a public service company to reach compliance under the renewable portfolio standards without the existence of the requirements mandated by sections 16-244r, 16-244s and 16-244t of the general statutes.

3232 (c) Not later than July 1, 2016, the authority shall submit a report identifying its guidance pursuant to subsection (a) of this section and any recommendations concerning legislative changes necessary to ensure ratepayer savings to the joint standing committee of the General Assembly having cognizance of matters relating to energy and technology.
