2626 AN ACT CONCERNING AFFORDABILITY AND ACCOUNTABILITY IN PUBLIC HIGHER EDUCATION.

2828 Be it enacted by the Senate and House of Representatives in General Assembly convened:

3030 That title 10a of the general statutes be amended to require the public institutions of higher education in this state to (1) establish maximum salary limits for administrative and professional employees approved by the Office of Policy and Management, (2) obtain approval from said office for the creation of any new senior administrative or management position as well as the salary and benefits for such new positions, (3) develop and implement a plan, which shall be approved by said office, to reduce administrative costs by not less than five per cent for the budget adopted for the academic year beginning in the fall of 2016 and limit future increases in administrative costs to not more than the general rate of inflation, (4) submit audited financial statements documenting the reduction in administrative costs and future increases to said office, (5) submit purchasing contracts to open competitive bidding and proof of compliance with bidding requirements to said office and the Department of Administrative Services, which shall jointly certify compliance before any such contract may be finalized, (6) submit line item budgets to said office and the joint standing committees of the General Assembly having cognizance of matters relating to higher education and appropriations, which shall hold a joint public hearing on the budgets prior to their adoption, and (7) submit tuition increases that exceed the rate of inflation by more than fifteen per cent to the Connecticut General Assembly for approval.
