AN ACT FUNDING AN INDEPENDENT STUDY TO DETERMINE THE FEASIBILITY OF RESTORING PASSENGER RAIL SERVICE FROM DANBURY TO THE MASSACHUSETTS BORDER.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the sum of three hundred fifty thousand dollars be appropriated to the Department of Transportation, from the Special Transportation Fund, for the fiscal year ending June 30, 2015, for an independent study to determine the feasibility of restoring passenger train service along the existing line from Danbury to the Massachusetts border. Such study shall include a review of (1) the engineering feasibility, including a review of the cost estimates provided by the Housatonic Railroad to replace tracks and provide stations, (2) the market feasibility, including a financial analysis to analyze whether projected ridership numbers are reasonable, (3) operating feasibility, including a review of projected operating costs, and (4) the economic impact study commissioned by the Housatonic Railroad to independently determine the economic impact for northwestern Connecticut.

Statement of Purpose: 

To study the expansion of passenger rail service from Danbury north.
