AN ACT CONCERNING PARTY-DOMINANT DISTRICTS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That section 9-705 of the general statutes be amended to (1) increase the percentage of excess enrollment in a major party within a district from twenty per cent to fifty per cent in order for a major party candidate to be eligible for an increased grant under the Citizens' Election Program for a primary campaign, (2) increase the grant for a primary campaign in such circumstances to the amount that would have been awarded in a general election campaign, and (3) reduce the grant for a general election campaign in such circumstances to (A) twenty per cent of the amount presently awarded if such major party candidate is unopposed, and (B) fifty per cent of the amount presently awarded if such major party candidate is opposed by another major party candidate.

Statement of Purpose:

To more clearly recognize, and adapt the Citizens' Election Program to, party-dominant districts.
