AN ACT CONCERNING BIRTH RECORDS OF ADOPTED PERSONS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to permit birth parents until January 1, 2017, to redact their names from birth records for the purpose of maintaining privacy should they elect not to be contacted by the adopted person.
Statement of Purpose:
To allow birth parents a window to opt out of having their identity disclosed to the adopted child.
