AN ACT CONCERNING THE FISCAL IMPACT OF PROPOSED AGENCY REGULATIONS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That (1) subsection (a) of section 4-168 of the general statutes be amended to require the fiscal note prepared by agencies adopting a regulation to include any potential costs for all businesses in the state, and (2) section 4-170 of the general statutes be amended to require that the regulations review committee hold a public hearing on any regulation for which the fiscal note indicates a potential cost to municipalities or businesses in the state prior to the committee meeting to consider such regulation.
Statement of Purpose:
To require an expanded fiscal analysis of proposed agency regulations and to require the regulation review committee to hold a hearing on any regulation with a fiscal note that indicates a potential cost to businesses or municipalities.
