1426 Be it enacted by the Senate and House of Representatives in General Assembly convened:

16-Section 1. Section 5-156b of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2016):
28+Section 1. (Effective from passage) (a) The Commissioner of Social Services, in consultation with the Commissioner on Aging, shall conduct a study of long-term care needs to determine whether existing programs and strategies are sufficient.

18-The Retirement Commission shall employ the services of one or more actuaries, each of which shall be an individual or firm having on its staff a fellow of the society of actuaries, to carry out the actuarial duties of sections 5-156, 5-156a and subsection (b) of section 5-168 and for such related purposes as the Retirement Commission deems advisable. The cost of such services shall be charged to the retirement fund. The actuary shall make such investigations of the mortality, service and compensation experience of the members of the system as the commission shall recommend and authorize, and on the basis of the investigations he shall recommend for adoption by the commission such tables and rates as are required. Having regard to the investigations and recommendations, the commission shall adopt such tables as it deems necessary and shall certify the rates of contribution necessary to fund the system. On and after the effective date of this section, the commission shall not adopt actuarial option tables based on age that result in reduced pension payouts for married employees who retire over the age of seventy unless such tables have been approved in collective bargaining. At least once in each five-year period, the actuary shall make actuarial investigations into the mortality, service and compensation experience of the members and beneficiaries of the system and shall, at least once in each two-year period, make a valuation of the assets and liabilities of the funds of the system. The commission, taking into account the results of such investigations and valuations, shall adopt for the system mortality, service and other tables as it deems necessary and shall certify the rates of annual contribution payable under the applicable provisions of this chapter.
30+(b) The study shall include, but not be limited to: (1) For calendar year 2015, the number of state residents sixty-five years of age or older; (2) for calendar year 2020, the projected number of state residents sixty-five years of age or older; (3) for calendar year 2015, the number of state residents with disabilities who required long-term care; (4) for calendar year 2020, the projected number of state residents with disabilities who will require long-term care; (5) for calendar years 2010 to 2015, inclusive, the number of residents removed from institutionalized settings to home and community-based settings under the Money Follows the Person demonstration project established pursuant to section 17b-369 of the general statutes; (6) for calendar years 2010 to 2015, inclusive, savings realized in state expenditures on long-term care related to the Money Follows the Person demonstration project; and (7) for calendar year 2020, the projected number of persons who shall require long-term care.

32+(c) Not later than July 1, 2017, the Commissioner of Social Services, in accordance with the provisions of section 11-4a of the general statutes, shall report the results of the study done pursuant to subsections (a) and (b) of this section to the joint standing committees of the General Assembly having cognizance of matters relating to aging and human services. Such report may include the commissioner's recommendations for addressing identified gaps in the provision of services and improving access to such services.
