Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Section 10a-155b of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2016): (a) For students who first enroll in the [2014-2015] 2016-2017 school year, and first enroll in each school year thereafter, each public or [private college or university] independent institution of higher education in this state shall require that each student who resides in on-campus housing be vaccinated against [meningitis] all known serogroups of meningococcal disease and submit evidence of having received a meningococcal conjugate vaccine, meningococcal polysaccharide vaccine, serogroup B meningococcal vaccine and any other vaccine for a known serogroup of meningococcal disease not more than five years before enrollment as a condition of such residence. The provisions of this subsection shall not apply to any such student who (1) presents a certificate from a physician, an advanced practice registered nurse or a physician assistant stating that, in the opinion of such physician, advanced practice registered nurse or physician assistant, such [vaccination is] vaccinations are medically contraindicated because of the physical condition of such student, or (2) presents a statement that such [vaccination] vaccinations would be contrary to the religious beliefs of such student. (b) For the [2002-2003] 2016-2017 school year, and each school year thereafter, each public or [private college or university] independent institution of higher education in this state shall (1) provide information about [meningitis] all known serogroups of meningococcal disease to all prospective students prior to their matriculation and include with that information notice of the availability and benefits of [a meningitis vaccine] vaccines for all known serogroups of meningococcal disease, and (2) develop procedures for receiving and keeping a record of student vaccination status.
