1212 AN ACT CONCERNING RECOMMENDATIONS AND MEMBERSHIP OF THE SCHOOL NURSE ADVISORY COUNCIL.

1414 Be it enacted by the Senate and House of Representatives in General Assembly convened:

1616 Section 1. Subsection (a) of section 10-212f of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2016):

1818 (a) The Commissioner of Education shall establish a School Nurse Advisory Council consisting of the following members:

2020 (1) One representative from each state-wide bargaining representative organization that represents school nurses;

2222 (2) One representative of the Association of School Nurses of Connecticut; [who is employed in a private or parochial school;]

2424 (3) One representative of the Connecticut Nurses Association;

2626 (4) One representative of the Connecticut Association of Public School Superintendents;

2828 (5) One representative of the Connecticut Federation of School Administrators;

3030 (6) One representative of the Connecticut Association of Boards of Education;

3232 (7) Two school district medical advisors, one of whom is a member of the American Academy of Pediatrics;

3434 (8) One representative of the Connecticut Association for Healthcare at Home who is a school nurse; [and]

3636 (9) One representative of the Connecticut Association of Schools; and

3838 [(9)] (10) The Commissioners of Education and Public Health, or the commissioners' designees who shall be ex-officio, nonvoting members and shall attend meetings of the advisory council.

4040 Sec. 2. Section 10-212 of the general statutes is repealed and the following is substituted in lieu thereof (Effective October 1, 2016):

4242 (a) Each local or regional board of education shall appoint one or more school nurses or nurse practitioners. Such school nurses and nurse practitioners appointed by such boards shall [be qualified pursuant to regulations] meet the educational requirements and other qualifications specified in regulations adopted in accordance with the provisions of chapter 54 by the State Board of Education in consultation with the Department of Public Health. Such school nurses may also act as visiting nurses in the town, may visit the homes of pupils in the public schools and shall assist in executing the orders of the school medical advisor, if there is any in such town, and perform such other duties as are required by such board. In addition to meeting such educational requirements and other qualifications, each school nurse or nurse practitioner shall complete the school nurse orientation program offered by the Department of Education, the Association of School Nurses of Connecticut and any regional education service center established pursuant to section 10-66a not later than one year after his or her date of hire, provided such school nurse or nurse practitioner has not previously completed the school nurse orientation program.

4444 (b) Each local or regional board of education shall annually complete the Department of Education's health services program information survey.

4646 [(b)] (c) Notwithstanding any provision of the general statutes or any regulation of Connecticut state agencies, nothing in this section shall be construed to prohibit the administering of medications by parents or guardians to their own children on school grounds.

4848 [(c)] (d) School nurses and nurse practitioners appointed by or under contract with any local or regional board of education and any nurse provided to a nonpublic school under the provisions of section 10-217a shall submit to a criminal history records check in accordance with the provisions of section 29-17a.
