2424 AN ACT REQUIRING THE ESTABLISHMENT OF A CELL PHONE RECYCLING PROGRAM.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 Section 1. (NEW) (Effective from passage) Not later than October 1, 2017, the Commissioner of Energy and Environmental Protection shall develop and implement a cellular phone recycling program. Such program may include, but shall not be limited to, the use of schools, post offices, malls, police departments, retail stores and sports arenas as collection centers for such cellular phones. Such program shall include the provision of information for persons wishing to recycle any cellular phone concerning any and all security issues that may be indicated by the recycling of a cellular phone through such program. Such program may provide for the concomitant collection of any accessory related to the use of a cellular phone, including, but not limited to, any charging device, case, holder, accessory clip, including, but not limited to, belt clips, ear buds, virtual reality headset, headband, armband and selfie stick.
