714 Be it enacted by the Senate and House of Representatives in General Assembly convened:

9-Section 1. (Effective from passage) (a) The chairpersons of the Commission on Economic Competitiveness, established pursuant to section 2-124 of the general statutes, shall appoint and convene a health data collaborative working group to examine and make recommendations regarding:

(Effective from passage) (a) There is established a bioscience and health data collaborative task force to develop a strategic plan for the private development of digital infrastructure to meet the anticipated needs of the bioscience, health care and insurance industries and public and private universities and research institutions. Such strategic plan shall include, but not be limited to: (1) The anticipated needs of the bioscience, health care and insurance industries and public and private universities and research institutions for digital infrastructure, including, but not limited to, access to data centers and ultra-high-speed broadband networks; (2) the potential economic and employment benefits that could result from the development of such digital infrastructure; and (3) ways the state can encourage the development of such digital infrastructure, including, but not limited to, statutory and regulatory changes and other methods to support private investment in and development of such digital infrastructure.

11-(1) The anticipated digital infrastructure needs of the health care industry, the insurance industry, public and private universities and research institutions, including, but not limited to, access to data centers and private sector high-speed broadband networks;
18+(b) The task force shall consist of the following members:

13-(2) The potential economic and employment benefits that may result from the development of such digital infrastructure; and
20+(1) One appointed by the speaker of the House of Representatives who shall be a representative of the insurance industry;

15-(3) Means to encourage the development of such digital infrastructure, which may include, but not be limited to, the enactment of statutory and regulatory changes or the implementation of other approaches to support private, not public, investment in and development of such digital infrastructure.
22+(2) One appointed by the president pro tempore of the Senate who shall be a representative of the health care industry;

17-(b) Appointments to the working group pursuant to subsection (a) of this section shall include, but not be limited to, representatives from the insurance industry, the health care industry, the Connecticut Education Network, broadband Internet service providers, the Connecticut Technology Council, the bioscience industry and a public or private university or research institution. The working group shall also include the Consumer Counsel, or the Consumer Counsel's designee. All appointments to the working group shall be made not later than thirty days after the effective date of this section. Any member of the working group may be a member of the General Assembly or the Commission on Economic Competitiveness.
24+(3) One appointed by the majority leader of the House of Representatives who shall represent the Connecticut Education Network;

19-(c) The chairpersons of the Commission on Economic Competitiveness shall select the chairperson of the working group. The chairperson of the working group shall schedule the first meeting of the working group, which shall be held not later than sixty days after the effective date of this section. The working group shall meet at least monthly thereafter, until it submits its report pursuant to subsection (d) of this section.
26+(4) One appointed by the majority leader of the Senate who shall be a representative of a broadband Internet service provider;

21-(d) Not later than January 15, 2017, the working group shall submit a report on its findings and recommendations pursuant to subsection (a) of this section to the joint standing committees of the General Assembly having cognizance of matters relating to commerce and technology, in accordance with the provisions of section 11-4a of the general statutes. The working group shall terminate on the date that it submits such report or January 15, 2017, whichever is later.
28+(5) One appointed by the minority leader of the House of Representatives who shall represent the Connecticut Technology Council;

30+(6) One appointed by the minority leader of the Senate who shall be a representative of the bioscience industry;

32+(7) One appointed by the Governor who shall represent a public or private university or research institution;

34+(8) The Commissioner of Economic and Community Development, or the commissioner's designee; and

36+(9) The Consumer Counsel, or the Consumer Counsel's designee.

38+(c) Any member of the task force appointed under subdivision (1), (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member of the General Assembly.

40+(d) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.

42+(e) The speaker of the House of Representatives and the president pro tempore of the Senate shall select the chairpersons of the task force from among the members of the task force. Such chairpersons shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section. The task force shall meet at least monthly thereafter.

44+(f) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to commerce shall serve as administrative staff of the task force.

46+(g) Not later than January 1, 2017, the task force shall submit the strategic plan developed under this section to the joint standing committees of the General Assembly having cognizance of matters relating to commerce and technology, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or January 1, 2017, whichever is later.
