AN ACT ESTABLISHING AN INNOVATION INCENTIVE PROGRAM. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to establish an Innovative Incentive Program that permits a nonprofit health or human services provider that has a contract with a state agency to provide such services and has demonstrated compliance with its contractual and other service delivery requirements to retain any savings realized at the end of the contractual term and apply such savings toward innovations for improving the provider's health or human services delivery system and for capitalization of the nonprofit sector. Statement of Purpose: To encourage innovation and efficiency by allowing savings to be retained by a health or human services provider at the end of the provider's contractual term with a state agency to reinvest such savings into service delivery, provided the state agency determines that the provider has complied with its contractual and other service delivery requirements.
