AN ACT CONCERNING THE DIVISION OF EMERGENCY MANAGEMENT AND HOMELAND SECURITY. Be it enacted by the Senate and House of Representatives in General Assembly convened: That (1) section 29-1b of the general statutes be amended to require the deputy commissioner, rather than the Commissioner of Emergency Services and Public Protection, to serve as the administrative head of the Division of Emergency Services and Homeland Security, and (2) section 29-1r of the general statutes be amended to prohibit the commissioner from appointing a sworn police officer to the position of director of the Office of Emergency Management or the Office of Counter Terrorism. Statement of Purpose: To require the deputy commissioner, rather than the Commissioner of Emergency Services and Public Protection, to serve as the administrative head of the Division of Emergency Services and Homeland Security and to prohibit the commissioner from appointing a sworn police officer to the position of director of the Office of Emergency Management or the Office of Counter Terrorism.
