AN ACT CONCERNING REVISIONS TO THE SPECIAL EDUCATION HEARING PROCESS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That part V of chapter 164 of the general statutes be amended to restrict the length of special education hearings to a maximum of three days, and establish policies and procedures for standards of practice for such hearings, including, but not limited to, procedures to ensure consistency among hearing officers, an oversight mechanism for supervisory review, consistency and logic of rulings and decisions, and standards for advocates and outside evaluators.

Statement of Purpose: 

To make revisions to the special education hearing process.
