2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 That article third of the Constitution of the state be amended to require the approval by a vote of at least two-thirds of the members of each house of the General Assembly to enact any new state mandate for which no state reimbursement is provided to local governments for costs resulting from such new mandate.
