AN ACT CONCERNING THE IMPLEMENTATION OF A DEBT-FREE PROGRAM FOR STUDENTS ATTENDING PUBLIC INSTITUTIONS OF HIGHER EDUCATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 10a of the general statutes be amended to implement a debt-free program for in-state students attending public institutions of higher education by (1) prohibiting the regional community-technical college system from charging tuition for degree and certificate programs, (2) increasing work-study and federal funding available to the Board of Regents for Higher Education, and (3) requiring the Board of Regents for Higher Education and The University of Connecticut to submit plans for providing debt-free education for all in-state students attending public institutions of higher education to the joint standing committees of the General Assembly having cognizance of matters relating to higher education, appropriations and banking, not later than January 1, 2018.

Statement of Purpose: 

To implement a debt-free program for in-state students attending public institutions of higher education.
