2424 AN ACT CONCERNING A STUDY OF MEDICAID REIMBURSEMENT FOR HOME HEALTH CARE.

2626 Be it enacted by the Senate and House of Representatives in General Assembly convened:

2828 That title 17b of the general statutes be amended to require the Commissioner of Social Services to study the benefits and costs of restructuring the Medicaid reimbursement system for home health care. Such study shall include, but not be limited to, the benefits of (1) moving from a flat-rate model to an acuity-based model that reimburses agencies based on the level of health care needs of a Medicaid beneficiary and supports state efforts to deinstitutionalize residents, and (2) basing reimbursement for home and community-based services on a percentage of Medicare rates for such services.
